Payment of honoraria to polling workers

As part of its support to the Malawi Electoral Commission (MEC) the Development Partners authorized the United Nations Development Programme (UNDP) to provide funding through the Basket Fund for the payment of most poll workers honoraria.

The procedure for these payments is to be made by direct transfer to poll workers’ bank accounts. The positions to be paid through this mechanism are the Constituency Returning Officers, District Election Coordinators, Presiding Officers, Assistant Presiding Officers, Polling Clerks, Marshalls, Quality Control Managers and Security Personnel. In all, this covers 89,656 poll worker positions. 

The MEC has collected the poll workers information and bank details before and during the polling operation. The MEC is now verifying the identity of poll workers against attendance records, and is also checking the bank account details to ensure that payments are made correctly. The MEC has been delayed in some of these processes due to the demands of the election operation. But also, some attendance records were locked inside ballot boxes. In these cases, to speed up the process, the MEC has embarked on an exercise to re-collect the data from the polling centres.

Completing the poll worker verification exercise is the MEC’s highest priority. Good progress is currently being made and once the MEC collects and verifies data it will immediately be submitted to UNDP for payment. We ask poll workers to be patient and wait for further communication from the MEC.
