INVITATION TO APPLY FOR ACCREDITATION FOR MEDIA AND ADVERTISING AGENCIES, ROADSHOW PROMOTERS, COMEDIANS, MUSICIANS, DRAMA GROUPS , AND DANCE TROUPES TO CONDUCT CIVIC AND VOTER EDUCATION

FOR 2019 TRIPARTITE ELECTIONS

The Malawi Electoral Commission (MEC) is a body created under Section 75 of the Republic Constitution to conduct elections. MEC has the “mandate to exercise such functions in relation to elections as are conferred upon under Section 76 of the Constitution of Malawi” (Section 76 of the Constitution).  Among its numerous duties and functions, MEC is legally entitled “to promote public awareness of electoral matters through the media and other appropriate and effective means and to conduct civic and voter education on such matters” Section 8 (1) (j) of the Electoral Commission Act.  In order to fulfill this mandate the Commission already advertised for accreditation to Civil Society Organisations and it is in progress of finalizing the process.

MEC is, therefore, calling upon interestedMedia and Advertising Agencies, Road Show Promoters, Radio and TV Comedians, Drama Groups and Dance Troupes to apply for accreditation to conduct civic and voter education (CVE) in preparation for the 2019 Tripartite Elections.

Applicants should indicate or attach proof that they: -

  1. Are dully registered in accordance with the Malawi laws i.e. registered with National Theatre Association of Malawi, Registrar of Companies, Malawi Revenue Authority, Office of the Director of Public Procurement;
  2. Have relevant experience in the field of civic and voter education;
  3. Are well-structuredandwell known at district or national level;
  4. Are managed or controlled by a committee with existing accountability mechanisms;
  5. Have complete and adequate staff to be deployed to implement the planned CVE activities.

In addition, the service providers should be prepared to sign an agreement with MEC to abide by the Code of Conduct and be prepared to work with District Civic and Voter Education Coordinating Committees (DC&VECC).

Please take note that MEC will engage the accredited service providers as and when need arises.  Being accredited is not guarantee of getting funding from MEC.  Radio Stations should not apply.
