DEPUTY CHIEF ELECTIONS OFFICER – FINANCE AND ADMINISTRATION (GRADE C2)

The Malawi Electoral Commission (MEC) invites applications from suitably qualified persons of Malawi origin to fill the following vacant position:-

DEPUTY CHIEF ELECTIONS OFFICER – FINANCE AND ADMINISTRATION (GRADE C2)

Job Function

Reporting to the Chief Elections Officer, the incumbent will be responsible for leading finance and administration matters of the Commission.

Duties and Responsibilities

The employee shall be responsible to the Malawi Electoral Commission in the performance of his or her duties and shall carry out such duties as may be specified to him or her from time to time by the CEO in addition to such duties that shall go along with the nature of his or her position.

Without prejudice to the generality of the foregoing, the duties shall include to:

  • Assist the Chief Elections Officer in implementing the policies and decisions of the Commission within the decided time frames;
  • Develop and supervise the administrative and financial systems of the Commission to support the efficient and effective conduct of the duties;
  • Develop and maintain a Human Resource plan for the secretariat;
  • Liaison and co-ordination with the Deputy Chief Elections Officer (Operations) in respect of all relevant matters;
  • Oversight of all aspects of the financial management of the Commission;
  • Assist the Chief Elections Officer in preparing background papers for conferences and meetings;
  • Assist the Chief Elections Officer in ensuring that suitable training and development are provided for staff to enhance their contribution to the effective and efficient operation of the Commission.
  • Perform such other work as delegated by the CEO.

Qualifications

Candidates must have the following:

  • A minimum of Master’s degree in Public Administration, Business Administration, Social Science, Accountancy with ACCA or CIMA;
  • A minimum of 10 years active employment at senior level;
  • Proven Knowledge of Financial and Management Accounting;
  • Proven excellent computer skills;
  • Excellent command of written and spoken English;
  • Oversight knowledge of SAGE 300 and IFMIS

Candidates must also demonstrate the following:

  • Be a self starter and proactive fund raiser;
  • Have strong leadership qualities, financial discipline, good communication, social and interpersonal skills;
  • Excellent professional knowledge in the production of financial reports, planning and budgeting.
