Director of Legal Services

David Matumika Banda is the inaugural Director of Legal Services at the Malawi Electoral Commission, a position he has held since September 2017. His legal career began as a Senior Legal Aid Advocate in the Ministry of Justice, followed by a notable tenure as Senior Associate at Nyirenda & Msisha Law Office from 2009 to 2017.
As Director, David was instrumental in establishing the Legal Services Directorate and played a key role in the successful review and demarcation of constituency and ward boundaries in line with the Constitution of the Republic of Malawi. Between 2021 and 2022, he led the Commission’s electoral law reform initiative, which sought to harmonize and consolidate electoral legislation and introduce provisions aimed at improving the efficiency and cost-effectiveness of election management.
David is a former Vice President of the Malawi Law Society, the regulatory body for the legal profession in Malawi. He holds a Bachelor of Laws (Honors) degree from the University of Malawi and a Certificate in the Management of Democratic Elections in Africa from the University of South Africa.
